I'm afraid you can't because you cancelled your visa in UAE.
To convert the licence, you need some documents verified by UAE Interior Ministry as an NOC. Since you have already cancelled your visa there, you'll not be able to get any paper from UAE Interior Ministry. So you'll have to follow the routine procedures to get a Kuwaiti Driving Licence.
To be sure, go to Traffic Police Department in your area and check with them.Hi!

Thanks for the reply. Sorry, I wasnt clear in my earlier post. Actually, I came to Kuwait on a residence visa. Previously I was in Dubai, got my residency cancelled there.
Someone told me that I can get a Kuwaiti driving license coz I have UAE's driving license and I dont have to go through the learning license and all tests. I wanted to know if this is possible and if yes what procedures do I need to follow.

According to my knowledge, if you are coming on a visit visa then you can get an international driving license from UAE to drive here but if you are coming here on a work visa, you can't convert your driving license. You'll have to get a Kuwait Driving License in this case.
