Help with information on debts in the Netherlands.

I'm trying to find out some things that my boyfriend has told me regarding the way people collect debts in the Netherlands.
I was born and raised in the USA, my boyfriend is Dutch (born and raised) We have been together 5 years and I'm getting ready to go to the Netherlands and bring him back to the USA.
Before he can leave there are debts that he has to pay major debts that total about 35,000.00. He has told me some things that don't make sense and I'm concerned that some of this may not be true. I'm here hoping to get some answers to my questions and I hope someone can help me. I'll make this as short as possible.

1. When you have a government debt such as Insurance (lack of paying) can you go to jail for not paying and if so how long before they actually put you in jail?

2. Can collection agencies whom you have a debt with bring a Bailiff and locksmith to your house and document all your belongings so they can sell them to pay your debt, and are you responsible for paying for the Bailiff and Locksmith?

3. If your in debt and you know you will not be able to catch up and have no job do they offer a program you can get in to where they find you a job and the money you make is put towards the debts (they take it right away) and after a 5 year period if the debt isn't paid off they will consider it paid because the max time in the program is 5 years?
